Hatta Radjasa Optimis Pembahasan RAPBN 2012

Menko Perekonomian Hatta Rajasa menyakini Badan Anggaran DPR RI akan terus bekerja dan menyelesaikan pembahasan Rancangan Anggaran Pendapatan dan Belanja Negara (RAPBN) 2012.

"Saya sudah berbicara dengan kawan-kawan di fraksi, semua di fraksi semangatnya ingin menyelesaikan karena itu kewajiban konstitusi kita," ujarnya saat ditemui di Jakarta, Senin.

Hatta mengatakan pembahasan RAPBN 2012 merupakan kewajiban konstitusi antara pemerintah dengan DPR RI karena ini terkait dengan anggaran pembangunan dari dan untuk rakyat.

"Kewajiban konstitusional pemerintah dan dewan untuk menyelesaikan RAPBN karena APBN ini penting untuk pembangunan, untuk rakyat. Jadi menurut saya (pembahasan) tidak (akan berhenti), dan akan berjalan," ujarnya.

Sebelumnya, Badan Anggaran DPR RI mengembalikan tugas pembahasan Rancangan Anggaran Pendapatan dan Belanja Negara (RAPBN) 2012 kepada pimpinan DPR RI.

"Badan Anggaran secara aklamasi memutuskan mengembalikan tugas pembahasan RAPBN kepada pimpinan DPR RI," kata Ketua Badan Anggaran Melchias Marcus Mekeng ketika dihubungi melalui telepon selulernya.

Mekeng menjelaskan, keputusan tersebut diputuskan pada rapat internal Badan Anggaran DPR RI karena menilai pembahasan RAPBN 2012 sudah tidak proporsional lagi.

Politisi Partai Golkar ini juga menilai, pembahasan RAPBN 2012 sudah tidak sehat lagi, sehingga Badan Anggaran DPR RI memutuskan mengembalikan tugasnya kepada pimpinan DPR RI.

Mantan Ketua Badan Anggaran yang juga Wakil Ketua Komisi XI DPR RI, Harry Azhar Azis menyatakan, penolakan Badan Anggaran untuk membahas RAPBN 2012 menyusul pemeriksaan pimpinan Banggar oleh Komisi Pemberantasan Korupsi, melanggar Undang-Undang Nomor 27/2009 tentang MPR, DPR, DPD dan DPRD.

"Saya tidak sependapat dengan keputusan Banggar (Badan Anggaran) memboikot pembahasan RAPBN 2012. Itu melanggar Undang-Undang tentang MPR, DPR, DPD dan DPRD," katanya.

Harry mengatakan, dalam undang-undang tersebut disebutkan tentang kewenangan Banggar dalam membahas Rancangan Anggaran dan Pendapatan Belanja Negara (RAPBN) sehingga tidak dapat diserahkan kepada pimpinan DPR.(*)


The Draft State Budget (Draft Budget) 2012

Coordinating Minister Hatta Rajasa believe the House of Representatives Budget Agency will continue to work and complete discussion of the draft State Budget (Draft Budget) 2012.

"I have spoken to my friends in the fraction, the fraction of all the spirits want to finish because it's our constitutional obligation," he said when met here on Monday.

Hatta said the discussion draft budget 2012 is a constitutional obligation between the government and the House of Representatives because it is linked to the development of budgets and for the people.

"The obligation of government and the constitutional council to complete the state budget because this budget is important for development, for the people. So I think (discussion) is not (will stop), and will run," he said.

Previously, the House of Representatives Budget Agency to restore the task discussion draft Budget of the State (State Budget) in 2012 to the leadership of the House of Representatives.

"Budget Board unanimously decided to return to the leadership task of the discussion of Draft State House of Representatives," said Chairman of the Budget Melchias Marcus Mekeng when contacted on his cell phone.

Mekeng explained, the decision was decided at an internal meeting of the House of Representatives Budget Agency for assessing discussion of Draft State Budget 2012 has more disproportionate.

Golkar Party politician is also considered, the discussion of Draft State Budget 2012 has not healthy anymore, so the House of Representatives Budget Board decided to restore his duty to the leadership of the House of Representatives.

Former Chairman of the Budget who is also Vice Chairman of Commission XI DPR RI, Harry Azhar Azis said the refusal to discuss the Draft State Budget Agency in 2012 following a leadership Banggar examination by the Corruption Eradication Commission, violated the Law No. 27/2009 on the MPR, DPR, DPD and DPRD .

"I disagree with the decision Banggar (National Budget) boycotted the 2012 state budget discussion. That violates the Law of the MPR, DPR, DPD and DPRD," he said.

Harry said, in the law regarding the authority Banggar mentioned in discussing the Draft Budget and Revenue Expenditure (state budget) so can not be submitted to the House leadership.
